Between 27 BCE and 180 Ce, Rome was in a period of peace where the rule was stable and there weren't as many wars. But that doesn't mean that there weren't any obstacles. After the period had ended, the Roman Empire struggled with controlling invasions, wealth inequality, both political corruption and political instability due to multiple assassinations, a labor pool, and an overdependance on slavory.
More problems rose because of the current problems, which included frequent slave uprisings, land distribution that forced the poor to move out of the city and ultimately led them starving, and corrupt taxation by some members of the political party.
